From the investigation of the Senate yesterday regarding the killing incident of Albuera, Leyte Mayor Rolando Espinosa inside his cell, it appears that the CIDG Region 8 raiding team made an early call to the SOCO.
From the revealed information, the team called the Scene of the Crime Operatives (SOCO) at least 40 minutes before they raid the provincial jail.
According to the news online, the Senate hearing yesterday regarding the killing incident of Albuera Mayor Espinosa proved that the Criminal Investigation and Detection Group (CIDG) Region 8 called the SOCO even before they raided the Leyte Provincial Jail in BayBay City where they detained the slain mayor.
Senators Panfilo Lacson and Richard Gordon led the investigation whom they believed the shooting incident is “pre-meditated.”
From the sworn affidavit of Police Officer Jennifer Monge, they recorded the call of Superintendent Matira around 3:49 in the morning to request the SOCO team in the crime scene. However, the CIDG-8 raiding team only entered the jail premises at around 4:30 in the morning.
From the viewpoint of Senator Lacson, it is like calling a funeral parlor even there is no encounter inside the jail yet.
During the actual questioning, it appears that Matira could not answer the questions properly and even mentioned that he does not recall the exact time he called the SOCO.
In line with this, the Police Regional Office 8 Director and Superintendent Elmer Beltejar stated that making a phone call to the SOCO team before the raiding operation is not a standard procedure, the news added.
The Senate will continue the investigation once the son of the slain Albuera mayor arrive the Philippines. Kerwin Espinosa is currently detained in Abu Dhabi because of drug-related cases too.
